How to Stop a Toilet from Overflowing

If your toilet is about to overflow, turn off the water supply immediately. Locate the shut-off valve behind the toilet and turn it clockwise until the water stops refilling the tank.

Once the water is off, it is safe to diagnose what the issue is and fix it. Water rising in the bowl usually means the toilet is clogged. Water rising too high inside the tank may mean the fill valve or float is not shutting off properly, and your flush valve overflow tube is set too high.
